AR that has different reply for specific users#142

this is like the .bal ar. mimu gives different replies for each user running .bal. for this feature, maybe have a default ar reply for everyone, and you can edit the reply for selected users.

Merged into {if:}, {then:} and {ifnot:} variables, and also recognizing if something specific was called, to help make commands more diverse, eg. if a user mentions a user, if a channel is said, etc.#58
