Renaming channels with AR#350

I think that, just like Mimu can edit nicknames, it could edit channel names too. This would be especially helpful for tickets. For example, if there is the variable {rename:} and make it {rename:urgent}, someone uses an ar that pings a staff can also get the channel name changed to “urgent” which would be helpful to staff. Of course there might be certain restrictions

this isn’t really good and doesn’t fit mimu, mimu is a currency bot not a moderation bot so I don’t really think this’ll be added anytime soon/lh, they can just make the channel themselves/use a different bot instead
