add sticky messages#775

mimu has got it all but there is one thing it needs… to be able to set sticky messages in channels! i mean you can you auto responders, but sometimes that wont even pick up depending on what the people send. just add a feature that makes mimu send a message to a channel (the same message) when someone makes a new message, and delete the previous sticky message.
