Increase modifybal limit for non premium servers#787

I’ve recently spent a lot of time working with the ARs and trying to add them into my server as a fun thing for my members to interact with but I keep running into the 100k modify limit which seems super low compared to the 1mil limit for premium servers and I think increasing the limit would be a good way to acknowledge the non premium servers who potentially can’t afford to buy premium.
