notice of an event when .bal#95

People who play Mimu but aren’t in the mimu support server aren’t really aware of the events. A simple notice in the first .balof the day when an event starts would be more than enough to fix this issue.

For example, for this St. Patrick’s event:

NEW EVENT: For the next seven days, we are celebrating St. Patrick’s Day with an event in which you can collect charms with .charms discover to get a special divider!
