A varible which makes is so that the user can't mention themself in the ar#213

if this variable is used in the ar, the user cannot mention themselves in the command and must mention another user in the server!
example: {requirearg:1|otheruser}

could also be done as {denyuser:{user}|[$1]} if args were supported in deny/require variables
